Electoral misinformation through digital media and the response of the Electoral Tribunal of Panama during the 2024 elections.

Abstract

This article analyses the problem of misinformation through digital media during Panama’s 2024 general elections, at a time when internet access and social media use as a communication channel has become part of the daily life for most of the population. After identifying some verification and educational actions against misinformation in Latin American countries, the article presents various projects of the Electoral Tribunal aimed at providing Information about the electoral process, and it is focused on the work of Verificado Contigo, which is the country´s first fact-checking platform initiative against electoral disinformation.  Despite the progress acknowledged by electoral observation missions, challenges remain in the sustainability of projects beyond electoral periods, in the need to protect and develop the institutional teams that worked to combat electoral disinformation, in the importance of building alliances with media and civil society, and in the  obligation to balance regulations between the guarantee of electoral process integrity, and the respect and protection of freedom of expression.

Ramón Humberto Benjamín Miranda, Instituto de Estudios Democráticos - Tribunal Electoral

Panamanian, Graduate of the Bachelor's Degree in Law and Political Science from the University of Panama (2014), the Higher Diploma in Research Methodology in Social Sciences from the FLACSO-Panama Program (2016) and the Master's Degree in Latin American Cultural Studies from the Pontificia Universidad Javeriana in Bogotá, Colombia (2023). Participant in the Summer School in Concepts, Methods and Techniques in Political Science, Public Policy and International Relations of the International Political Science Association-Universidade de Sao Paulo (2019); International Diploma in Governance and Political Management from the Center for Public Policies and Transparency of the University of Panama (2013) and from the Regional Program of Social Political Training of Young Agents of Change, of the Friedrich Ebert Stiftung (2007). Interested in the relationship between democracy and human rights, he has prepared reports and participated in conferences, panels, workshops, hearings and other discussion spaces on the justice administration system, the human rights of the GLTB population, indigenous populations affected by hydroelectric and mining projects, and the situation of human rights defenders in Panama, among others.

Eduardo González, Centro de Monitoreo Digital - Tribunal Electoral

Panamanian journalist, graduated with a Bachelor's Degree in Journalism with an emphasis on Audiovisual Media Production from the Universidad Latina de Panamá. He has over 13 years of experience in print media and over 10 years in the digital field. A member of the founding team of Verificado Contigo, Panama's first electoral information verification site, he currently works as a digital community manager and journalist for that platform, part of the Center for Digital Studies and Monitoring of the Electoral Tribunal of Panama.
