Abstract

This article examines the regulations on electoral propaganda in digital media during Panama’s 2024 electoral process, emphasizing the obligations of political actors, the sanctions for non-compliance with regulations, and the actions implemented by the electoral authority to enforce these norms, including the work of the Center for Digital Studies and Monitoring, the relationships with technology platforms, the regional cooperation among electoral institutions, and self-regulation proposals such as the Digital Ethical Pact. Additionally, the article presents a brief overview of similar experiences in other Latin American countries. Despite the advances achieved, challenges remain in the definition of conducts considered electoral cybercrimes, the timing of procedures within the framework of the electoral process, the identification of those responsible for regulatory breaches, and the response of technology platforms to requests from electoral authorities.
