Abstract

This article describes the initial regulatory steps regarding electoral propaganda in digital media, following the 2017 reform to the Electoral Law. It also outlines the creation of institutional spaces such as the Digital Media Unit, later Center for Digital Studies and Monitoring, and self regulation proposals such as the Digital Ethical Pact, considered as actions taken by the electoral body in response to the growing weight of the internet and social media in daily life and, consequently, in Panama’s electoral processes. Finally, the article briefly presents the Electoral Tribunal’s management of electoral disinformation and citizen campaigns, and highlights the ongoing challenges in promoting the best uses of digital media and in regulating and sanctioning thier negative uses.

Manuela Cosme, Independiente

Advisor to the Center for Digital Studies and Monitoring (CEMD), where she led the creation, execution, and implementation of the Verificado Contigo project, a strategic tool designed to combat disinformation during the 2024 General Election. She served as Deputy Director of Communications for the Electoral Tribunal of Panama between April 2018 and 2023. She holds a degree in Journalism from the University of Panama (UP), where she also earned a Master's degree and a Postgraduate Diploma in Digital Journalism, as well as a Master's degree in Education with a specialization in Didactics and Educational Technology. She also holds a specialization in Public Communication from the Menéndez Pelayo International University in Spain. Between 2013 and March 2018, she coordinated the University of Panama's Internet Television Channel (UPTV), leading its conceptualization, development, and launch as the institutional media outlet of the country's main public university. She has worked as a journalist for the scientific journal Imagina, published by the National Secretariat of Science, Technology and Innovation (SENACYT), and for the newspaper El Siglo, covering social and scientific topics. Her career has been recognized with five international and national journalism awards, including the EUROPEAID International Award, granted by the City of Knowledge Foundation and the European Union.

Kemy Loo Pinzón, Tribunal Electoral de Panamá-Centro de Estudios y Monitoreo Digital (CEMD)

She holds a degree in Journalism from the University of Panama, a master's degree in Political Communication and Digital Marketing, and is currently completing a master's degree in International Relations. She has worked as a journalist for national print media and their respective digital versions, including La Prensa, El Siglo, La Estrella de Panamá, and Capital Financiero. She has also served as a digital community manager and content creator for the institutional social media accounts of the Electoral Tribunal of Panama, Mundo Electoral (ME), and Pacto Ético Digital (PED), and as the head of the Social Media Monitoring and User Support Department at the Electoral Tribunal's (TE) headquarters in Ancón.
