Abstract

The author offers an excellent reflection on the origin of electoral offenses and crimes in Panama, from an evolutionary perspective of the Electoral Tribunal. In the same sense, it offers us a series of questions about the applicable procedures in the electoral criminal jurisdiction, highlighting the analysis of the electoral criminal structure established in the Electoral Code.

Gilberto Estrada De Icaza

He has been an International Senior Consultant with more than 32 years of experience in the areas of Electoral Organization, Civil Registry, Identification Cards, Legal Advice and Electoral Criminal Justice. His professional experience includes leadership positions and coordination of technical-electoral projects with the Organization of American States (OAS), International Foundation for Electoral Systems (IFES), the United Nations (UN), Democracy International (DI) and Corporación Latinobarómetro in countries in Central America, South America and the Caribbean, he has worked for 22 years in the Electoral Body of the Republic of Panama. He is a Lawyer by profession, with master's degrees in Procedural Law and Electoral Law. Postgraduate in Higher Education. He has worked as a university professor for more than 15 years at the undergraduate and postgraduate levels in Universities of the Republic of Panama; He has been a speaker on electoral issues at different seminars and conferences inside and outside the Republic of Panama and published articles on electoral issues.
