Abstract

Local governments in peri-urban territories face structural challenges related to territorial planning, institutional coordination, and the continuity of public projects. This article analyzes the importance of evidence-based strategic planning as a tool to strengthen local governance and optimize the use of public resources. Based on the systematization of territorial management experiences developed in a peri-urban district of Panama, the study examines community diagnostic mechanisms, institutional technical organization, and inter-institutional coordination aimed at addressing issues related to infrastructure, basic services, environmental management, and community outreach. Findings indicate that the absence of permanent technical structures limits project continuity and weakens public trust due to administrative timeframes within the State. The article also proposes recognizing the architect—particularly those specialized in urban planning—as a strategic planner and public project manager within local government, distinguishing this role from traditional construction-focused practice. It concludes that permanent territorial planning enables the integration of community identity, infrastructure, and social development, contributing to more sustainable and coherent models of public management over time.
