Abstract

It is addressed since the construction of the civil service in the United Kingdom, the recommendations of the Nolan Report on public ethics, as well as the Nadal report in France, the Code of Values in Canada, and the Code of Ethics and Good Management of the Public Employment. They mark the need to strengthen ethics in the public function, thus providing the approval of the Code of Ethics or Conduct of the Public Employee, which, according to the author, affects the new elements of modernity in public management.

Author Biography / See

Carlos Gasnell Acuña

Graduate in Law and Political Science from the University of Panama. He obtained a master's degree in Administrative and Tax Law at the Complutense University of Madrid (2005), completed postgraduate studies at the University of Salamanca in 2005, and in 2015, he obtained a doctorate in Law (Current Problems of Administrative Law), in the Complutense University of Madrid. He is currently a professor of Administrative Law at the Santa María la Antigua University and partner-director of CGA Abogados y Consultores.
