Abstract

This essay highlights the defects or errors commonly incurred in filing administrative contentious claims, resulting in them being declared un-admissible or not exceeding the admissibility phase, as they breach the legal requirements set out in the regulatory system. The study seeks to reduce these deficiencies in order to achieve the pronouncements of merit in the face of arbitrariness or illegalities in which the administrative acts accused before administrative disputed jurisdiction

Cecilio Cedalise Riquelme

Magistrate of the Supreme Court of Justice. Third Chamber of Administrative Litigation. Graduated from the University of Panama, with the academic degree of Doctor of Law, with an emphasis on Labor Law; university professor at the bachelor's, master's and doctoral levels at the Faculty of Law and Political Sciences of the University of Panama; magistrate of the Supreme Court of Justice period 2016-2026. He has published several legal works and articles at the national level: The unconstitutionality trial as mechanisms for controlling norms and a means of defending fundamental rights, The recognition of the rights of the worker, Reflections on the criminal prosecution of Deputies in Panama, The double jurisdictional control of the administrative act in Panamanian jurisprudence, the labor claims of public servants before the contentious administrative jurisdiction, among others.
