Abstract

Every Constitution is subject to the possible amendments that it has to face due to the transformations of the context in which it has to be applied, due to the need to have to be interpreted by the different legal-political operators, as well as due to the unavoidable pass of time; all of which impacts in the fact that it ends up being understood differently from how it was originally conceived without being altered in its wording. This is what the problem of constitutional amendment is all about, a controversial issue in itself due to the implications it has and that affect the normative force of the Constitution.

Rigoberto González Montenegro

He is the current attorney of the Administration of the Republic of Panama. His studies include a doctorate in Law from the Santa Maria la Antigua Catholic University. He is currently studying for a doctorate at the Complutense University of Madrid. Specialist in Constitutional Law and Political Science at the Center for Constitutional Studies of Madrid. He has a degree in Higher Education. He has a degree in Law and Political Science. He has published more than thirty articles in his specialty, of which we can mention: The Constituent Power; Habeas Corpus The Constitutional Principle of No Reelection; the Habeas Data; The pardon; the Preamble of the Constitution; the Constitution: constitutional reform or change; the Constituent Assembly; Constitutional Procedural Law; Continuity or Constitutional Break, the Original Constituent Assembly; Problems of the Revival of the Law; Conventionality Control. Some Introductory Ideas; among other publications. He is a university professor at the Santa María la Antigua Catholic University.
