Abstract

The author calls to elaborate a national recovery plan of the authentic values, where objectives, scope of jurisdiction of the responsable public authorities, can be specified. In this sense, he appeals, through this article, to the National Government to prioritize the elaboration of this national plan, without prejudice that meanwhile, the causes that have generated these so critical social problems can be addressed.
